This proposal upgrades dungeon-1 to v8.0.0 and adds the Hyperlane core and warp modules required for Dungeon-owned ETH and Solana bridge routes. The upgrade prepares the chain for Hyperlane core deployment and DGN Warp Route testing. It does not immediately open uncapped production bridge liquidity.

What changes at the upgrade height: 1. x/globalfee minimum gas price set to 0.01udgn (currently 0 — txs are effectively free, which has been exploited by retry-loop bots and adds noise to validators). Non-exempt txs must attach >= 0.01udgn/gas. 2. Fee-exempt addresses (zero-fee txs allowed) — wired in the v6 binary's ante chain: - Admin / treasury: dungeon13x4pynlp86prhcmtns742kgsgu7pjtzj72eycc - BTC relayer: dungeon1dflpa6dnpkn5ft4tyzkpwdhvz6l7wng06qn665 3. Target height assumes ~3 day voting period + ~1 day buffer for binary distribution at current ~1.08s/block. Change instantiate_default_permission from Nobody to Everybody. This is needed for the Dungeon team to migrate the DEX fee collector contract and reclaim protocol fee ownership from legacy Backbone Labs config. Code upload access remains restricted to known addresses.

Transfer wasmd admin of 9 DEX contracts (Fee Collector, Pool Router, Whale Lair, Fee Distributor, Vault Factory, Vault Router, Incentive Factories, Frontend Helper) to operational hot-wallet for bonding asset configuration and management. Pool Factory already has hot-wallet admin.
