Upgrade dungeon-1 to v9.0.0 at height 19252800 (est. Mon 2026-08-17 ~16:00 UTC). Dep bumps: cosmos-sdk 0.53.7, ibc-go 10.7.0, PFM 10.6.0, wasmd 0.60.8 (wasmvm 2.3.4). New: IBC rate-limiting module (ibc-apps v10.1.0) wired as ICS4Wrapper for transfer+PFM. Sets a 5% minimum validator commission floor and raises sub-floor validators. Binary: static linux/amd64, sha256 aa1a32201d4bfc3161130759c309d9e3314936314c8a87b7313110d3d6dc190c. Tested: full scripted v8-to-v9 upgrade battery plus a real-mainnet-state fork test (gov upgrade, contract execution under wasmvm 2.3.4, commission floor, rate-limit, IBC clients all verified).

Add the Kosmic Monsters CW721 collection to Dungeon Marketplace accepted contracts so KMON can be listed and traded for DGN.

Add the Dungeon Import (DIMP) CW721 contract dungeon17kw5c9688alx6ynrl9ca0muscnazxzx0ef9uk7gkasn9p8l8z37q26whg5 to marketplace accepted_nft_contracts so imported Hub NFTs reminted on dungeon-1 can be listed and traded on The Hoard.

This proposal upgrades dungeon-1 to v8.0.0 and adds the Hyperlane core and warp modules required for Dungeon-owned ETH and Solana bridge routes. The upgrade prepares the chain for Hyperlane core deployment and DGN Warp Route testing. It does not immediately open uncapped production bridge liquidity.

What changes at the upgrade height: 1. x/globalfee minimum gas price set to 0.01udgn (currently 0 — txs are effectively free, which has been exploited by retry-loop bots and adds noise to validators). Non-exempt txs must attach >= 0.01udgn/gas. 2. Fee-exempt addresses (zero-fee txs allowed) — wired in the v6 binary's ante chain: - Admin / treasury: dungeon13x4pynlp86prhcmtns742kgsgu7pjtzj72eycc - BTC relayer: dungeon1dflpa6dnpkn5ft4tyzkpwdhvz6l7wng06qn665 3. Block time tuned to 1500ms (faster UX for casino + DEX swaps). 4. Dead IBC channel JSON config files removed (cosmetic). Validators MUST swap to the v6 binary at height 14897749 or be halted. Target height assumes ~3 day voting period + ~1 day buffer for binary distribution at current ~1.08s/block. Binary release: github.com/Crypto-Dungeon/dungeonchain/releases (will be tagged v6.0.0 once this proposal passes). Build from main HEAD or use the published binary. This upgrade does NOT change SDK or wasmd versions — those are deferred to a future v7 ceremony alongside Alliance module + bulk-memory wasm capability.

Change instantiate_default_permission from Nobody to Everybody. This is needed for the Dungeon team to migrate the DEX fee collector contract and reclaim protocol fee ownership from legacy Backbone Labs config. Code upload access remains restricted to known addresses.

Transfer wasmd admin of 9 DEX contracts (Fee Collector, Pool Router, Whale Lair, Fee Distributor, Vault Factory, Vault Router, Incentive Factories, Frontend Helper) to operational hot-wallet for bonding asset configuration and management. Pool Factory already has hot-wallet admin.
